I would like to use this, where to D/L now that its no longer on Nexus?

I gave it a try on a new game, unfortunately, the first NPC I wanted to add to horde failed to add. The dialog for "Follow me" is there but, the NPC will not follow though the NPC agreed to follow and took my gold :\ The "Follow Me" is still active in the dialog options.

I checked the character thru the console and the factions have not changed to horde nor the AI package changed to follower package. I have limited knowledge of internals of Skyrim and therefore was I was unsuccessful to get it to work thru the console.

The NPC mod is Nether's Jen and Kat.

However, it worked as expected for the Toccata follower mod and of course the original Skyrim followers. Nifty mod this is, but am unable to use as of yet.

Do you have another follower manager installed at the same time? Horde will not work if you do. Follower managers can't be installed together.

Ok.... I found the issue.

I decided to start a bare bones game. I have a MO2 setup with basic essential mods and no extras just for testing. I installed horde and Nether's Jen and Kat.

Well, the install is an fomod and had asked what follower framework was being used... well ... that was the issue. Obviously my other MO2 build had installed the NPC mod with NFF as follower framework.

I choose vanilla and of course Horde now works with this NPC mod.

The mod list was a wabbajack list therefore I never personally installed the the NPC mod and did not know it had options.

Anyways, no problem now.

No, I disabled the mod NFF in MO2 and started a new game as per recommendations. I did do a check to be sure that NFF was not enabled, and it was not, at least as far as there was no longer a MCM and no 'in game' messages regarding NFF when a follower was added.

You must still have something interfering with the AI packages. Check your load order again to see if anything would interfere. Also, if you didn't start a new game, NFF's packages might be baked into your save game. You would need to clean your save I think.
